తెలంగాణ కోవిడ్ టెస్టులు త‌క్కువ‌గా చేస్తోందా..?

క‌రోనావైర‌స్ నిర్ధర‌ణ ప‌రీక్ష‌లను ఎక్కువ‌గా చేయ‌డంలేద‌ని వ‌స్తున్న వార్త‌ల‌పై తెలంగాణ వివ‌ర‌ణ ఇవ్వాల‌ని కేంద్ర ఆరోగ్య శాఖ కార్య‌ద‌ర్శి కోరారు. అయితే తాము భార‌త వైద్య ప‌రిశోధ‌న మండ‌లి (ఐసీఎంఆర్‌) మార్గ‌ద‌ర్శ‌కాల‌ను ప‌క్కాగా అనుస‌రిస్తూ త‌గిన‌న్ని ప‌రీక్ష‌లు చేస్తున్నామ‌ని రాష్ట్ర ప్ర‌భుత్వ అధికారులు చెబుతున్నారు. తెలంగాణ సీఎస్ సోమేశ్ కుమార్‌కు కేంద్ర ఆరోగ్య కార్యదర్శి ప్రీతి సూదన్ మే7న రాసిన లేఖ‌ను ది ప్రింట్ ప్రచురించింది. రాష్ట్రంలో చేస్తున్న‌ టెస్టులను సమీక్షించాల‌ని, సంఖ్యనూ పెంచాలని లేఖలో కేంద్ర ఆరోగ్య కార్యదర్శి కోరారు. దిల్లీ, గుజరాత్, రాజస్థాన్, మహారాష్ట్ర, తమిళనాడుల‌తో పోలిస్తే రాష్ట్రంలో చాలా తక్కువ టెస్టులు చేస్తున్నారని గుర్తు చేశారు.

గ‌త ఏడు రోజులుగా మాత్రం..

గ‌ణాంకాల‌ను ప‌రిశీలిస్తే, గత ఏడు రోజుల్లో మాత్రమే తెలంగాణలో టెస్టుల సంఖ్య పెరిగినట్టు తెలుస్తోంది. కేంద్రం నుంచి వచ్చిన లేఖలు, హైకోర్టు విచారణలే దీనికి కారణం కావొచ్చని నిపుణులు చెబుతున్నారు. ఐసీఎంఆర్ లెక్కల ప్రకారం మే 20 నాటికి తెలంగాణలో నిర్వహించిన మొత్తం పరీక్షల సంఖ్య 30,076. వీటిలో 1,661 పాజిటివ్ కేసులు బ‌య‌ట‌ప‌డ్డాయి. అంటే పాజిటివిటీ రేటు 6%గా ఉంది. ఆంధ్ర‌ప్ర‌దేశ్ మాత్రం 0.39% పాజిటివిటీ రేటుతో 2,67,609 పరీక్షలు చేసింది. భార‌త్ మొత్తంగా చూస్తే.. 25,12,388 ప‌రీక్ష‌లు నిర్వ‌హిస్తే పాజిటివిటీ రేటు 4.25%గా న‌మోదైంది. త‌మిళ‌నాడు (3,47,287; 3.58%), మ‌హారాష్ట్ర (2,93,921; 12.63%), క‌ర్ణాట‌క (1,57,642; 0.88%), కేర‌ళ (46,169; 1.39%) రాష్ట్రాల్లో పాజిటివిటీ రేటు ఇలా ఉంది.

తెలంగాణలో టెస్టుల వివ‌రాలివీ..

మార్చి 2 నుంచి 29 వరకు రోజూ చేసిన టెస్టుల సంఖ్య 90 నుంచి 120 వ‌ర‌కు ఉంది. ఆ సమయంలో మొత్తం కేసుల సంఖ్య 69 దాటలేదు, ఏ రోజూ 10 కంటే ఎక్కువ కేసులు రాలేదు. మార్చి 30 నుంచి ఏప్రిల్ 26 వరకు రోజుకు సగటున 610 పరీక్షలు చేశారు. ఏప్రిల్ మూడున అత్యధికంగా 75 కేసులు బయట పడ్డాయి. ఏప్రిల్ 27 నుంచి మే 3 వరకూ సగటున రోజుకు 240 పరీక్షలు చేయగా.. కేసులు మాత్రం రోజుకు 10 దాటలేదు. మే 3 నుంచి 14 వర‌కు రోజుకు సగటున 250 పరీక్షలు చేశారు. కానీ మే 11 ఒక్కరోజే 79 కేసులు బయటపడ్డాయి. మే 14 నుంచి 20 మధ్య ఒక్కసారిగా పరీక్షలు పెరిగిపోయాయి. ఈ కాలంలో రోజుకు సగటున 1000 పరీక్షలు చేశారు. దీంతో రోజుకు సగటున 40 కేసులు నమోదవుతున్నాయి. ఏప్రిల్‌లో తెలంగాణ 16,843 పరీక్షలు చేసింది. అంటే రోజుకు సగటున 560 టెస్టులు. మే 20 వ‌ర‌కు రాష్ట్రంలో 5,102 టెస్టులు నిర్వ‌హించారు. అంటే రోజుకు సగటున‌ 255 పరీక్షలు.

ప్రైవేటు ల్యాబ్‌ల‌కు ఇవ్వ‌డం లేదు

మ‌రోవైపు ప‌రీక్ష‌ల విష‌యంలో తెలంగాణ త‌న పూర్తి సామ‌ర్థ్యాన్ని ఉపయోగించుకోలేదని నిపుణులు చెబుతున్నారు. క‌రోనావైర‌స్ నిర్ధార‌ణ ప‌రీక్ష‌లను ప్రైవేట్ ల్యాబ్‌లు చేప‌ట్టేందుకు ఐసీఎంఆర్ అనుమ‌తించినా.. రాష్ట్ర ప్ర‌భుత్వం మాత్రం ఆమోదించ‌డం లేదు. ఐసీఎంఆర్ వివ‌రాల ప్ర‌కారం.. మే 20 నాటికి తెలంగాణలో 22 ల్యాబ్‌లు ఉన్నాయి. వీటిలో ప‌ది ప్ర‌భుత్వానికి చెందినవి. మిగ‌తా 12 ప్రైవేటువి. "ఐసీఎంఆర్ అనుమతి లభించి నెల రోజులు గ‌డిచాయి. పరీక్షల‌కు సంబంధించి మార్గదర్శకాలు ఇస్తామని రాష్ట్ర ప్ర‌భుత్వం చెప్పింది. కానీ ప్రైవేట్ ల్యాబ్‌ల‌కు ప‌రీక్ష‌లు ఇస్తే.. డేటాపై ప్రభుత్వానికి పూర్తి నియంత్ర‌ణ‌ ఉండదు. అందుకే మాకు ప‌రీక్ష‌లు నిర్వ‌హించే అవ‌కాశం ఇవ్వ‌ట్లేదు"అని ప్రైవేట్ ల్యాబ్ కి చెందిన ఒక అధికారి బీబీసీ న్యూస్ తెలుగుతో చెప్పారు. ఈ అంశంపై ‌ముఖ్యమంత్రి, కె. చంద్రశేఖర్ రావు ఏప్రిల్ 11న మాట్లాడారు. “నేను ప్రైవేటుకు పరీక్షలు ఇవ్వవద్దని కోరాను. ఇది ప్రమాదకరమైన వ్యాధి. ప్రభుత్వ ల్యాబ్‌లకు రోజుకు 1000 పరీక్షలు చేసే సామర్థ్యం ఉంది. మేం చేయలేకపోతే అప్పుడు ప్రైవేట్‌కు ఇస్తాం. అందరికి అందుబాటులో ఉండాలనే ప్రభుత్వ ల్యాబులలోనే పరీక్షలు నిర్వహిస్తున్నాం" అని ఆయ‌న అన్నారు.

హైకోర్టులో పిటిషన్ దాఖలు

పరీక్షలు నిర్వ‌హించ‌డంలో అనుస‌రించాల్సిన వ్యూహాల‌పై ఐసీఎంఆర్ ఓ ప్ర‌క‌ట‌న విడుద‌ల చేసింది. దానిలోని మార్గ‌ద‌ర్శ‌కాల ప్ర‌కారం.. ఇన్‌ఫ్లూయెంజా, ఎక్యూట్ రెస్పిరేటరీ ఇన్ఫెక్షన్ లక్షణాలు ఉన్న వారికి, లక్షణాలతో ఉన్న ఆరోగ్య కార్మికులు, ఫ్రంట్‌లైన్ కార్మికులకు పరీక్షలు చేయాలి. పాజిటివ్ వచ్చిన వారి కాంటాక్ట్స్ కు లక్షణాలు లేక పోయినా పరీక్షలు నిర్వ‌హించాలి. మ‌రోవైపు తెలంగాణలో చనిపోయిన రోగులకు నమూనా సేకరణ, పరీక్షలపై జోక్యం చేసుకోవాలని కోరుతూ రాష్ట్ర హైకోర్టులో పిటిషన్ దాఖలైంది. పరీక్షల‌ కోసం మృతదేహాల నుంచి నమూనాలను సేకరించవద్దని ఆదేశిస్తూ ఏప్రిల్ 20న డైరెక్టర్ ఆఫ్‌ మెడికల్ ఎడ్యుకేషన్ ఒక లేఖ జారీ చేశారు. దీనిపై రాష్ట్ర ప్రభుత్వం నుంచి కోర్టు నివేదిక కోరింది. దానికి స్పందిస్తూ ప‌రీక్ష‌ల నిర్వ‌హ‌ణ‌లో రాష్ట్ర ప్రభుత్వం ఐసీఎంఆర్ మార్గదర్శకాలను అనుసరిస్తోందని తెలిపింది. అయితే చనిపోయిన రోగుల విష‌యంలో ఐసీఎంఆర్ మార్గదర్శకాలలో ఎలాంటి ప్రస్తావ‌నా లేద‌ని పేర్కొంది. అనంత‌రం ఈ కేసును మే 26 కి వాయిదా వేశారు. "ప‌బ్లిక్ డొమైన్‌లో ఉన్న డేటాలో 80 శాతం మాత్ర‌మే నిజం. రోజువారీ బులెటిన్‌ల‌లో రాష్ట్ర ప్ర‌భుత్వం పూర్తి వివ‌రాలు వెల్ల‌డించాలి. అప్పుడే నిజ‌మేంటో తెలుస్తుంది. కంటైన్‌మెంట్ జోన్ల‌లో డేటా బ‌య‌ట‌కు ఇవ్వ‌క‌పోతే ఎలా? ఎన్ని టెస్టులు నిర్వ‌హిస్తున్నారో ఎలా తెలుస్తుంది? క‌ంటైన్‌మెంట్ జోన్‌ల‌లో టెస్టింగ్ చాలా ఎక్కువ‌గా చేయాలి"అని ఇండియన్ మెడికల్ అసోసియేషన్ తెలంగాణ చాప్టర్ ప్రెసిడెంట్ డా. సంజీవ్ సింగ్ అన్నారు.

"పార‌ద‌ర్శ‌క‌త లేదు"

ఏప్రిల్ చివ‌రి వారంలో తెలంగాణ‌లో కేంద్ర బృందం రెండు రోజుల‌పాటు ప‌ర్య‌టించింది. ఈ బృందానికి డాక్టర్స్ ఫర్ సేవా అనే ఒక స్వ‌చ్ఛంద సంస్థ ఓ లేఖ స‌మ‌ర్పించింది. తెలంగాణలో పరీక్షలు అనుకున్న స్థాయిలో చేయటంలేద‌ని పేర్కొన్నారు. ఆ లేఖ‌లోని వివ‌రాల ప్ర‌కారం.. ఏప్రిల్ 22 నాటికి సూర్యాపేటలో 83 కేసులు చూపించారు. 21న అయితే‌ 26 కేసులు నమోదయ్యాయి. కానీ, ఏప్రిల్ 23 నుండి ఒక్క కేసు కూడా లేదు. మ‌రోవైపు రోజువారీ బులెటిన్లలో జిల్లా వారీగా వివ‌రాలు ఇవ్వ‌డాన్ని ఏప్రిల్ 23 నుంచి ఆపేశారు. ఏప్రిల్ 24న బులెటిన్ విడుదల కాలేదు. మళ్లీ ఏప్రిల్ 26న జిల్లాల‌ వారీగా రోజువారీ బులెటిన్ ఇచ్చారు. అందులో సూర్యాపేటలో ఆ రోజు సున్నా కేసులుగా చూపించారు. తెలంగాణ మొదటి బులెటిన్ మార్చి 5న విడుద‌లైంది. అయితే బులెటిన్ జారీచేస్తున్న విధానం ఇప్ప‌టివ‌ర‌కు కనీసం 10 సార్లు మారింది. సేకరించిన నమూనాల డేటా, పాజిటివ్‌ కేసుల సంఖ్య, నెగటివ్ కేసుల సంఖ్య ఇలా అనేక వివరాలతో మారుతూ వ‌స్తున్నాయి.

మార్చి 27, మార్చి 29, ఏప్రిల్ 19, ఏప్రిల్ 24, మే 5న బులెటిన్ ఇవ్వలేదు.

"పరీక్షల సంఖ్య తగ్గింది. ఐసీఎంఆర్ మార్గదర్శకాలను అనుసరిస్తున్నామ‌ని తెలంగాణ ప్రభుత్వం చెబుతున్నా.. అలా జరుగుతుందని నిరూపించడానికి త‌గిన‌ పారదర్శకత లేదు. ఉదాహరణకు, గర్భిణులకు ప్రసవానికి ఐదు రోజుల ముందు పరీక్షలు చేయమని ఐసీఎంఆర్ మార్గదర్శకాలు సూచిస్తున్నాయి. తెలంగాణలో ప్రతి సంవత్సరం సగటున‌ 6 లక్షల డెలివ‌రీలు జ‌రుగుతుంటాయి. అంటే నెలకు సుమారు 12,000 నుంచి 13,000 డెలివరీలు ఉండాలి. ఒక్క హైదరాబాద్‌లోనే గత రెండు నెలల్లో సుమారు 2,000 డెలివరీలు జరిగి ఉండాలి. మరి వారందరికీ టెస్టులు చేశారా? పబ్లిక్ డొమైన్లో స్పష్టమైన డేటా అందుబాటులో లేదు”అని ఒక‌ ప్ర‌జారోగ్య నిపుణుడు ప్ర‌శ్నించారు.

బులెటిన్లలో అస్థిరత వ‌ల్లే ప్రశ్నలు !

కేరళ, తమిళనాడు, ఆంధ్రప్రదేశ్ రోజువారీ బులెటిన్లు పబ్లిక్ డొమైన్లో అందుబాటులో ఉన్నాయి, పరీక్ష కోసం సేకరించిన నమూనాల సంఖ్య, ఫలితాల డేటా, నిఘాలో ఉన్న వ్యక్తుల సంఖ్య, ఇంటి వద్ద క్వారంటైన్‌ లో ఉన్నవారి సంఖ్య బులెటిన్ల‌లో ఇస్తున్నారు. జిల్లా వారీగా కేసుల వివరాలూ బులెటిన్ల‌లో ఉన్నాయి. మార్చి 9 నుంచి వచ్చిన పాజిటివ్‌ కేసుల ట్రావెల్ హిస్టరీ, ప్రస్తుత స్థితి కూడా ఇస్తున్నారు. కంటైన్‌మెంట్‌ జోన్ డేటా కూడా వెల్ల‌డిస్తున్నారు.

తెలంగాణ బులెటిన్లలో ప‌రీక్ష‌ల స‌మాచారం ఇవ్వ‌డం లేదు.

“సమాచారంలో పారదర్శకత పాటించ‌డ‌మే ప్రభుత్వ బాధ్యత. స్పష్టత, పారదర్శకత లేకపోతే అపనమ్మకం వ‌స్తుంది. క‌రోనావైర‌స్‌ భారత్‌ను ఎలా ప్రభావితం చేస్తుందో చూడటానికి డేటా ముఖ్యం. డేటాను అణచివేయ‌డం.. ఆందోళన కలిగించే విషయం ”అని డేటా విశ్లేషకులు జేమ్స్ విల్సన్ వ్యాఖ్యానించారు. తెలంగాణ‌కు రాసిన లేఖ‌పై స్పందించాల‌ని కేంద్ర ఆరోగ్య కార్యదర్శి కార్యాలయాన్ని బీబీసీ తెలుగు సంప్ర‌దించింది. అయితే, ఇంకా ఎలాంటి స్పంద‌నా రాలేదు.

From April 27 to May 3, an average of 240 tests were performed per day. From May 3 to May 14, an average of 250 tests were performed. But on May 11, 79 cases were reported. Between May 14 and 20, one-off tests were on the rise. An average of 1000 tests were performed per day during this period. This results in an average of 40 cases per day. Not giving permission to private labs

"No Transparency"

The central team worked for two days in Telangana during the week of April-April. A letter from the charity, Doctors for Seva, was presented to the group. Telangana tests are not done as expected. Telangana government says it is following the ICMR guidelines. There is no transparency to prove that. "There should have been about 2,000 deliveries in the last two months in Hyderabad alone. Did all of them do tests? There is no clear data in the public domain," one public health expert questioned.

Questions about volatility in bulletins

The daily bulletins of Kerala, Tamil Nadu and Andhra Pradesh are available in the public domain, the number of samples collected for examination, the results data, the number of people under surveillance, the number of people in the quarantine at home.
