యోగి సర్కార్ మరో దుర్మార్గ చర్య

ఉత్తరప్రదేశ్ యోగి సర్కార్ మరో దుర్మార్గమైనచర్యకు పాల్పడింది. ఇప్పటికే కార్మిక చట్టాలను కాలరాసిన ప్రభుత్వం ఇప్పుడు ఎస్మా ప్రయోగించింది. ఆరు నెలల పాటు అత్యవసర సేవల నిర్వహణ చట్టం (ఎస్మా) ప్రయోగిస్తూ యోగి ప్రభుత్వం ఆదేశాలు జారీ చేసింది. అన్ని ప్రభుత్వ శాఖలు, కార్పొరేషన్లలో ఈ ఆదేశాలు అమలు చేస్తున్నట్టు ప్రకటించింది. గవర్నర్ ఆనందీబెన్ పటేల్ అనుమతి మేరకు రాష్ట్ర అదనపు ముఖ్య కార్యదర్శి ముకుల్ సింఘాల్ ఇవాళ ఉత్తర్వులు జారీ చేసినట్టు ఓ సీనియర్ అధికారి వెల్లడించారు.ʹʹఈ గెజిట్ నోటిఫికేషన్ వెలువడినది మొదలు వచ్చే ఆరు నెలల పాటు రాష్ట్రంలో ప్రజా సేవలను స్తంభింపజేయడంపై నిషేధం విధించేందుకు గవర్నర్ సమ్మతించారు. ఈ ఆరు నెలలు ప్రభుత్వం, కార్పొరేషన్లు, స్థానిక సంస్థల ఆధీనంలోని ఎలాంటి సేవలైనా నిలిపివేయడం నిషేధం...ʹʹ అని ఉత్తర్వుల్లో పేర్కొన్నారు.

ఎస్మా చట్టం అమల్లో ఉండగా పోస్టల్, టెలీగ్రాఫ్, రైల్వే, పోర్టు కార్యకలాపాలు సహా అత్యవసర సేవల విభాగాలకు చెందిన ఉద్యోగులెవరూ సమ్మె చేసేందుకు వీల్లేకుండా నిషేధం కొనసాగుతుంది. దీన్ని ఉల్లంఘించిన పక్షంలో ఏడాది పాటు జైలుశిక్ష లేదా వెయ్యి రూపాయలు జరిమానా లేదా రెండూ విధించే అవకాశం ఉంటుంది. ఎవరైనా సమ్మెకి ప్రోత్సహించినా ఈ చట్టం ప్రకారం నేరమే. ఈ చట్టాన్ని ఉల్లంఘిచిన పక్షంలో్ అరెస్టు వారెంట్ సైతం జారీ చేయకుండానే అదుపులోకి తీసుకునేందుకు పోలీసులకు అధికారాలు ఉంటాయి.
