బిల్డర్ల కోసం కర్నాటక బీజేపీ ప్రభుత్వం దుర్మార్గం

బిల్డర్లు, రియల్ ఎస్టేట్ వ్యాపారుల కోసం వలసకార్మికుల పట్ల దుర్మార్గంగా వ్యవహరిస్తోంది కర్నాటక ప్రభుత్వం. వాళ్ళకు సహాయం చేస్తున్న సామాజిక కార్యకర్తలపై కేసులు నమోదు చేస్తున్నారు. రియల్ ఎస్టేట్ వ్యాపారులతో సమావేశం తర్వాత వలస కార్మికుల కోసం నడుస్తున్న రైళ్ళను రద్దు చేసిన ముఖ్యమంత్రి యెడ్యూరప్ప ఆ నిర్ణయంపై తీవ్ర విమర్షలు చుట్టు ముట్టడంతో మళ్ళీ రైళ్ళను నడుపుతున్నట్టు ప్రకటించాల్సి వచ్చింది. అయితే వలస కార్మికులను తమ స్వంతూర్లకు వెళ్ళడానికి సహాయం చేస్తున్న సామాజిక కార్యకర్తలపట్ల బిల్డర్లు, రియల్ ఎస్టేట్ వ్యాపారులు చాలా కోపంగా ఉన్నారు. ఆ వ్యాపారులకు మద్దతుగా ప్రభుత్వం రంగంలోకి దిగి కార్యకర్తలపై కేసులు నమోదు చేస్తోంది.

లాక్ డౌన్ విధించినప్పటి నుండి బెంగుళూరు లోని బిఎల్ కశ్యప్ కార్మిక శిబిరంలో ఉన్న నిర్మాణ కార్మికులకు ʹస్వరాజ్ అభియాన్ʹ అనే స్వచ్చంద సంస్థ‌ ఆహారం మరియు రేషన్ అందిస్తోంది. ఆ సంస్థ తరపున కలెముల్లా, జియా నోమా అనే ఇద్దరు కార్యకర్తలు ప్రతీ రోజూ కార్మికులకు ఆహారం అందిస్తున్నారు.

ఈ నేపథ్యంలో తమ రాష్ట్రాలకు రైళ్ళు నడుస్తున్నాయని తెలుసుకున్న వలస కార్మికులు ఎలాగైనా స్వంత ఊర్లకు వెళ్ళడానికి నిర్ణయించుకున్నారు. తమకు రోజూ ఆహారం అందిస్తూ బాగా పరిచయమైన కలెముల్లా, జియా నోమాలను తమకు సహకరించవల్సిందిగా కోరారు. దాంతో వాళ్ళిద్దరూ కర్నాటక ప్రభుత్వానికి చెందిన‌ ʹసేవా సింధుʹ యాప్ ద్వారా కార్మికుల పేర్లు రిజిస్టర్ చేశారు. ఈ విషయం తెలిసిన బిల్డర్లు ఆగ్రహం వ్యక్తం చేశారు. వలస కార్మికులు వెళ్ళిపోతే తక్కువ కూలీతో తమ నిర్మాణపనులు చేపట్టడం సాధ్యం కాదని భావించిన బిల్డర్లు ప్రభుత్వానికి పిర్యాదు చేశారు. వెంటనే ప్రభుత్వం పోలీసులను రంగంలోకి దింపింది. వెంటనే పోలీసులు వలస కార్మికులకు సహకరిస్తున్న కలెముల్లా, జియా నోమాలపై కేసులు నమోదు చేశారు.

భారత శిక్షాస్మృతిలోని 153 (అల్లర్లను రెచ్చగొట్టడం), 188 (ప్రభుత్వోద్యోగి చేత ప్రకటించబడిన ఆదేశానికి అవిధేయత) కింద కలెముల్లా, జియా నోమా లపి కేసులు నమోదు చేసిన పోలీసులు వారిద్దరినీ అరెస్టు చేయడానికి కార్మిక శిభిరం దగ్గరికి వచ్చారు. అయితే వారిని అరెస్టు చేయడాన్ని కార్మికులు అడ్డుకున్నారు. "వారిని అరెస్టు చేస్తే మాకు ఎవరు ఆహారం తీసుకువస్తారు" అని పోలీసులను ప్రశ్నించారు. కార్మికులు ఎదురు తిరగడంతో వెనుదిరిగిన పోలీసులు వారిద్దరినీ సంపిగేహల్లి పోలీస్ స్టేషన్ కు వచ్చి అధికారులను కలవాలని ఆదేశించారు.

విమర్షలకు భయపడి వలస కార్మికుల కోసం రైళ్ళను నడపడానికి ఒప్పుకున్న కర్నాటక బీజేపీ ప్రభుత్వం మరో వైపు కార్మికులు తమ స్వంత ఊర్లకు వెళ్ళకుండా చేయాల్సిన ప్రయత్నాలన్నీ చేస్తోంది. అయితే ఆ ప్రయత్నాలన్నీ బెధిరింపులకు పాల్పడటం, కేసులు పెట్టడం వంటివే. దీనిబట్టే ప్రభుత్వాలు పెట్టుబడిదారుడి వైపా లేక పేదల వైపా అనేది అర్దమవుతోంది.

Chief Minister Yeddyurappa's decision to cancel running trains for migrant workers after a meeting with real estate vendors was met with fierce criticism and the announcement of running trains again. But the builders and real estate merchants are very angry at the social workers who are helping the migrant workers to return to their hometowns. In support of those traders, the government is getting into the field and filing cases against the activists.

Since the imposition of the lockdown, the construction workers at BL Kashyap's labor camp in Bangalore have been providing food and ration for a volunteer named Auswaraj Abhiyan. On behalf of the company, two activists, Calemulla and Jia Noma, feed the workers on a regular basis.

It is against this backdrop that the migrant workers, knowing that trains are running to their states, have decided to move to their hometowns anyway. They were fed on a regular basis and asked the well-known Calemulla and Zia Noma to cooperate. Both of them registered the names of the workers through the Kshetra of the Karnataka government. Builders who knew the subject were outraged. The builders complained to the government that their builders could not afford to pay less if the migrant workers left. The government immediately put the police in the field. Immediately, the police registered cases against Calemulla and Zia Noma, who are cooperating with migrant workers.

The police have registered cases of Calemulla and Jia Noma Lapi under the Indian Penal Code 153 (provoking riot) and 188 (disobeying orders issued by a civil servant). However, the workers were prevented from arresting them. "Who will bring us food if they are arrested?" After the workers were turned away, the police, who were hesitant, ordered them to come to the Sampigehalli police station and meet the officers.

On the other hand, the Karnataka BJP government, which is willing to run trains for migrant workers for fear of reprisals, is making efforts to prevent workers from moving to their hometowns. But all those efforts are like bullying and suing. Governments, therefore, are either the capitalist or the poor.
