ముందున్నదా.. మొసళ్ల పండుగా..?

రోజురోజుకి విజృంభిస్తున్న కరోనా కారణంగా మన దేశంలోనే కాదు ప్రపంచ దేశాలన్నిట్లోనూ లాక్ డౌన్ విధించగా ఒక చైనా మాత్రం కరోనా బారి నుండి బయటపడి యధావిధిగా తన పరిశ్రమలను తెరిచి మొబైల్ పరికరాల నుండి మెడికల్ పరికరాల వరకు అన్ని ఉత్త్పత్తులను మొదలు పెట్టింది. చైనా ఇప్పుడు కోలుకోవడానికి కూడా అసలు కారణం మూడు నెలలు కఠినంగా విధించిన లాక్ డౌన్. ఇప్పుడు ప్రపంచ దేశాలన్నీ ఇదే విధానాన్ని అనుసరిస్తున్నాయి. భారత్ లో కూడా ఎప్పటినుండో లాక్ డౌన్ కొనసాగుతున్న విషయం తెలిసిందే. దీంతో సెలెబ్రెటీల దగ్గర నుండి సాధారణ ప్రజల వరుకు ఇంటికే పరిమితం అయ్యారు దీంతో ఉద్యోగులు, కార్మికులు కూడా విధులు చేయడానికి అవకాశం లేక ఇంట్లోనే ఉంటున్నారు.

అమెరికా లో కరోనా తీవ్ర స్థాయిలో విజృభించడంతో అక్కడ వేల సంఖ్యలో మరణాలు లక్షల సంఖ్యలో కేసులు నమోదు కావడంతో అక్కడ పరిస్థితి చేజారిపోయింది. న్యూ యార్క్ ,న్యూ జెర్సీ లో అయితే పరిస్థితి చాల ఘోరంగా తయారు అయ్యింది. దీంతో అమెరికా ఆర్ధిక సంక్షోభంలో పడగా మన దేశంలో యుఎస్ బేస్డ్ సాఫ్ట్ వేర్ కంపెనీలు ఎక్కువ ఉండడంతో అమెరికా నుండి ప్రాజెక్ట్స్ ఆగిపోయి ఇంకా భవిషత్తులో వస్తాయో లేదో తెలియక చాలామందికి టెర్మినేషన్ లెటర్స్ ఇచ్చేసారు. దీంతో భారత్ లో లక్షల సంఖ్యలో సాఫ్ట్ వేర్ ఉద్యోగులు రోడ్డున పడ్డారు. కాగా ఇప్పుడు లాక్ డౌన్ ను పొడిగిస్తున్నారని వస్తున్న వార్తలపై కొంతమంది ఉద్యోగులు హర్షం వ్యక్తం చేస్తున్నారు. అసలు లాక్ డౌన్ పొడిగిస్తే ఏమవుతుంది. వివరాలలోకి వెళ్తే.. 

రోజు రోజుకి భారత్ లో కరోనా పాజిటివ్ కేసులు ఎక్కువగా నమోదు కావడంతో ఎక్కడ కూడా తగ్గుముఖం పెట్టకపోవడంతో ఈ లాక్ డౌన్ కొనసాగించడమే మంచిది లేకపోతె కరోనా మరింత ప్రబలిపోతుంది అనే ఆలోచనలో రాష్ట్రాల సీఎం లు ఉన్నారు ..తాజాగా తెలంగాణ సీఎం కెసిఆర్ ఈ విషయాన్నీ మీడియాతో తెలిపిన విషయం తెలిసిందే .అయితే ఈ లాక్ డౌన్ ను మరో రెండు వారల పాటు కొనసాగించాలి అని రాష్ట్ర సీఎంలు ఈ రోజు వీడియో కాన్ఫరెన్స్ లో పీఎం ను కోరారు .తెలంగాణాలో మాత్రం లాక్ డౌన్ రెండు వారాలు పొడిగిస్తునట్టు సీఎం కెసిఆర్ చెప్పారు. 

ఈ నేపథ్యంలో ఏదో హాయిగా ఇంట్లో కూర్చుని యూట్యూబ్ చూస్తూ ఫ్యామిలీతో సరదాగా గడపచ్చు ఈ పొడిగించడం మన మంచికే అని అనుకుంటున్నారా అయితే ఇక అంతే సంగతులు ..హిందుస్తాన్ టైమ్స్ కథనం ప్రకారం ఈ లాక్ డౌన్ ముగిసిన వెంటనే కేంద్రం 1948 నాటి చట్టాన్ని తీసుకురావాలనే యోచనలో ఉందంట . ఈ చట్టం ప్రకారం లాక్ డౌన్ ముగిసిన తర్వాత కార్మికులు రోజుకు 12 గంటలు పాటు పరిశ్రమల్లో పని చేయాలనే కఠిన ఆంక్షలు విధించనున్నారు . రెండు షిఫ్ట్ల్ ల్లో ఈ విధానాన్ని అమలు చేయాలని ఆలోచిస్తుంది . 21 రోజులు పాటు కంపినీలు అన్ని పని చేయకపోవడంతో ఉత్త్పత్తులు అన్ని ఆగిపోయాయి. ఈ నేపథ్యంలో ఉత్త్పత్తులను పెంచేందుకు ఈ చట్టాన్ని అమలులోకి తీసుకురానున్నారు . 

ప్రస్తుతం రోజుకు 8 గంటల చొప్పున వారానికి 48 గంటలకు దాటి ఎవరిని పని చేయించరాదన్న నియమం ఉండగా ,కానీ అత్యవసర పరిస్థితులలో మాత్రం ఈ నిబంధనను పక్కన పెట్టి 72 గంటలకు పెంచవచ్చు అనే నిబంధన కూడా ఉన్నట్లు తెలుస్తుంది ..అందుకే ఆ నియమం ప్రకారం పరిశ్రమల్లో ఉత్త్పత్తి పెంచేందుకు పనివేళలను పొడిగించనున్నారు . 

11 మంది సీనియర్ అధికారులతో కూడిన బృందం ఫ్యాక్టరీల చట్టానికి మార్పులను సూచించింది .ఔషదాల ఉత్త్పత్తి కూడా సరిగా లేకపోవడంతో ఈ క్లిష్ట పరిస్థితిల్లో ఫ్యాక్టరీల చట్టానికి తాత్కాలికంగా మార్పులు చేయడమే మంచిది అని భావించింది .ఈ నేపథ్యంలో కార్మికులకు అదనపు వేతనం కూడా ఇవ్వాలని చర్చలు జరిగినట్టు తెలుస్తుంది .దీనిపై కేంద్రం నుండి అధికార నిర్ణయం త్వరలోనే వెల్లడించే అవకాశం ఉందని అధికారులు చెప్తున్నారు.
