విద్యుత్‌ వినియోగదారులకు గడ్డురోజులు రానున్నాయా..?

దేశంలో గృహ విద్యుత్‌ వినియోగదారులకు గడ్డురోజులు రానున్నాయా.. కేంద్రం ప్రతిపాదించిన విద్యుత్‌ సవరణ చట్టం -2020 ముసాయిదా బిల్లును పరిశీలిస్తే.. ఈ అనుమానం నిజమేననిపిస్తోందంటూ నమస్తే తెలంగాణ దినపత్రిక ఓ కథనాన్ని ప్రచురించింది ఆ వివరాలు ఇవి.

కేంద్ర ప్రతి పాదించిన విద్యుత్ సవరణ చట్టం-2020 ప్రకారం గృహ వినియోగదారులు తాము వినియోగించే ప్రతి యూనిట్‌కు పూర్తిస్థాయి బిల్లును చెల్లించాలి. రాష్ట్ర ప్రభుత్వం దయతలిస్తే తప్ప వినియోగదారులకు విద్యుత్‌ బిల్లుపై సబ్సిడీ లభించే అవకాశం లేదు. తెలంగాణలో ప్రస్తుతమున్న 97.6 లక్షలమంది గృహ వినియోగదారులు తాము వినియోగించే యూనిట్ల ప్రకారం నిర్దేశించిన శ్లాబ్‌ ఆధారంగా లభించే సబ్సిడీని పొందుతూ బిల్లులు చెల్లిస్తున్నారు. రాష్ట్రంలో 200 యూనిట్ల వరకు విద్యుత్‌ను వినియోగిస్తున్న వారందరూ సబ్సిడీని పొందుతున్నారు. కానీ కేంద్రం రూపొందించిన బిల్లు అమలులోకి వస్తే ఆ సబ్సిడీలు రద్దయిపోతాయి.

విద్యుత్‌ ఉత్పత్తికి అయ్యే ఖర్చు, సరఫరా నష్టాలు, ఉద్యోగుల జీతభత్యాలు, ఇతరత్రా ఖర్చులన్నీ కలుపుకొని అయ్యే మొత్తం వ్యయం ఆధారంగా యూనిట్‌ ధరను నిర్ణయిస్తారు. దీంతో ఇప్పటివరకూ సబ్సిడీని పొందుతున్న వారందరూ భారీ మొత్తంలో బిల్లుల భారాన్ని మోయాల్సి వస్తుంది. కేంద్రం ప్రతిపాదించిన బిల్లులోని నిబంధనల ప్రకారం.. ప్రతి వినియోగదారుడు ముందుగా తాను వినియోగించిన విద్యుత్‌ మొత్తానికి బిల్లు చెల్లించాలి. ఆ తరువాత అతడు ప్రభుత్వంఇచ్చే సబ్సిడీకి అర్హుడైతే.. ఆ మొత్తాన్ని డీబీటీ (డైరెక్ట్‌ బెనిఫిట్‌ ట్రాన్స్‌ఫర్‌) రూపంలో అతని బ్యాంక్‌ ఖాతాలో జమచేస్తారు. ప్రస్తుతం విద్యుత్‌ ఉత్పత్తి వ్యయానికి, గృహ వినియోగదారులు చెల్లిస్తున్న యూనిట్‌ ధరకు మధ్య చాలా తేడా ఉంది. ఆ వ్యత్యాసాన్ని రాష్ట్ర ప్రభుత్వం ఇచ్చే సబ్సిడీతో కొంత, క్రాస్‌ సబ్సిడీతో మరికొంత భర్తీ చేస్తున్నారు. తాజా బిల్లు ప్రకారం క్రాస్‌ సబ్సిడీ మొత్తాన్ని రద్దుచేయనున్నారు.

కొత్త విధానంలో ప్రభుత్వం ఏమేరకు సబ్సిడీ వస్తుందో తెలియని పరిస్థితి. మొత్తంగా కేంద్ర ప్రాతిపాదిత బిల్లు గృహ వినియోగదారులకు పిడుగుపాటుగా పరిణమించనుంది. ముఖ్యంగా పేద, బడుగు, బలహీన వర్గాలపై తీవ్ర ప్రభావం పడనుందని నమస్తే తెలంగాణ ఈ కథనంలో పేర్కొంది.

This means that all those who have been subsidized so far have to pay huge bills. As per the provisions of the bill proposed by the Center .. Every consumer must first pay the bill for the amount of electricity consumed. Thereafter, if he is eligible for the government subsidy, the amount is deposited in his bank account in the form of DBT (Direct Benefit Transfer). At present, there is a lot of difference between the cost of generating electricity and the unit cost that home consumers pay. That difference is being supplemented by a subsidy given by the state government and some by a cross-subsidy. According to the latest bill, the cross subsidy amount will be abolished.
