జగన్ తదుపరి లక్ష్యం ఏమిటి?

ఏపీలో ఇసుక మద్యం అక్రమ రవాణాను అడ్డుకోవడానికి ఏపీ ప్రభుత్వం కీలక నిర్ణయం తీసుకుంది. ఎక్సైజ్శాఖామంత్రి సీఎస్ డీజీపీల సహా కీలక అధికారులు హాజరైన సమావేశంలో సీఎం ప్రత్యేక వ్యవస్థ ఉండాల్సిన అవసరాన్ని వివరించారు. ఆ వ్యవస్థ రూపురేఖలపై అధికారులకు దిశానిర్దేశం చేశారు. ప్రణాళికలు సిద్ధం చేయాలని ఆదేశించారు. గత ప్రభుత్వ హయాంలో మద్య నియంత్రణ ఎన్ ఫోర్స్మెంట్ వంటి అంశాల్ని పూర్తిగా వదిలేశారని పర్మిట్ రూమ్స్ బెల్టుషాపులతో ఎక్కడిపడితే అక్కడ మద్యాన్ని విక్రయించారని.. వైసీపీ ప్రభుత్వం అధికారంలోకి వచ్చాక 20శాతం దుకాణాలను తగ్గించామని సీఎం జగన్ చెప్పుకొచ్చారు. సంపూర్ణ మద్యపాన నిషేదంలో భాగంగానే మద్యం రెట్లని భారీగా పెంచుతున్నామని గ్రామాల్లో దాదాపు 43వేల బెల్టుషాపులను తొలగించామని.. 4500 పర్మిట్ రూమ్ లను పూర్తిగా ఎత్తివేశామన్నారు. ఈ చర్యలతో మద్య నియంత్రణ విషయంలో కీలక అడుగులు ముందుకేశామన్నారు. మళ్లీ మద్యం ధరలను 75శాతం పెంచడమే కాకుండా.. మరో 13 శాతం దుకాణాలను తగ్గించడానికి నిర్ణయించామన్నారు. మద్యం ప్రభుత్వ ఉద్దేశాలను దెబ్బతీయడానికి చాలామంది ప్రయత్నాలు చేస్తారన్నారు సీఎం. ఎట్టిపరిస్థితుల్లోనూ మద్యం ఇసుక అక్రమ రవాణా ఆగిపోవాలని తేల్చి చెప్పారు.

ఏసీబీ విజిలెన్స్ మరియు ఎన్ ఫోర్స్ మెంట్ ఇంటెలిజెన్స్ ఎలా పనిచేస్తాయో… అదే తీరులో స్పెషల్ ఎన్ఫోర్స్ మెంట్ బ్యూరో పనిచేయాలన్నారు. మద్యం అక్రమ తయారీ మద్యం ఇసుక అక్రమ రవాణాలను అడ్డుకోవాల్సిందే అన్నారు. సీఎం ఆదేశాలతో అధికారులు స్వతంత్ర వ్యవస్థకు తుదిరూపు ఇచ్చారు. రాష్ట్రంలో మద్యాన్ని నిషేధించాలనుకుంటున్న తరుణంలో పొరుగు రాష్ట్రాల నుండి భారీగా దిగుమతులు ఉండే అవకాశం ఉందని .. దాన్ని అడ్డుకోవాలని తెలిపారు. గతంలో ఎక్సైజ్ కమిషనర్ కింద డైరెక్టర్ ఆఫ్ ప్రొహిబిషన్ పోస్టు ఉండేది. తాజాగా ఎక్సైజ్ కమిషనర్ కింద ఉన్న డైరెక్టర్ ఆఫ్ ప్రొహిబిషన్ పోస్టు స్థానంలో స్వతంత్రంగా పనిచేసే కమిషనర్ స్పెషల్ ఎన్ఫోర్స్ మెంట్ బ్యూరో పోస్టు వస్తుంది. ఇది డీజీపీ పర్యవేక్షణలో ఉంటుంది.

ఎక్సైజ్ విభాగంలో ఉన్న సిబ్బందిలో కొద్దిమంది ఎక్సైజ్ కమిషనర్ విభాగం కిందకు వస్తారు. ప్రభుత్వమే మద్యం దుకాణాలు నిర్వహిస్తున్నందున లైసెన్స్ లు స్టాకు విక్రయాలు ప్రొడక్షన్ లాంటి రోజువారీ పాలనా అంశాలను మాత్రమే ఎక్సైజ్ కమిషనర్ చూసుకుంటారు. ఎక్సైజ్ విభాగంలో మిగిలిన సీఐలు ఎస్సైలు మిగిలిన సిబ్బంది అంతా కమిషనర్ స్పెషల్ ఎన్ఫోర్స్ మెంట్ బ్యూరో కిందకు వస్తారు. మద్యం అక్రమ తయారీ రవాణాలను అడ్డుకోవడం వీరి ప్రధాన విధి. అక్రమ రవాణాకు ఆస్కారం ఎక్కువగా ఉన్న సరిహద్దు జిల్లాల్లో స్పెషల్ ఎన్ఫోర్స్ మెంట్ బ్యూరో కోసం ఐపీఎస్ స్థాయి అధికారులు ఉంటారు. వీరంతా కమిషనర్ స్పెషల్ ఎన్ఫోర్స్ మెంట్ బ్యూరో రిపోర్టు చేస్తారు. ఈ సిబ్బందికి మెరుగైన మౌలిక సదుపాయాలు వాహనాలు కల్పించి గట్టిగా పనిచేసేలా చూడాలని సీఎం ఆదేశించారు.

The remaining CIs in the excise department, the rest of the SCIs, and the entire staff of the Special Enforcement Bureau come under the Commissioner. Their main function is to prevent the smuggling of alcohol. The IPS-level officers for the Special Enforcement Bureau are in border districts where trafficking is most prevalent. They are all reported by the Commissioner's Special Enforcement Bureau. The CM said that the staff should be provided with better infrastructure and work hard.
