మూకదాడులపై దీదీ ఉక్కుపాదం

బెంగాల్‌ సీఎం దీదీ మమతా బెనర్జీ మూకదాడులను అరికట్టడానికి శుక్రవారం రాష్ట్ర అసెంబ్లీలో కొత్త చట్టాన్ని ఆమోదించి, వాటిపై ఉక్కుపాదం మోపింది. పశ్చిమ బెంగాల్ (లిన్చింగ్ నివారణ) బిల్లు, 2019 అనే ఈ బిల్లు ద్వారా బలహీన వర్గాల రాజ్యాంగ హక్కులకు రక్షణ కల్పించడంతోపాటు అమాయకులను హత్యలను నిరోధించడమే తమ లక్ష్యమని దీదీ పేర్కొంది.

అటువంటి నేరానికి పాల్పడేవారి మనస్సులో భయాన్ని కలిగించడానికి, కొత్త చట్టంలో గరిష్ట శిక్ష అంటే మరణశిక్ష విధించబడుతుంది. ఒకవేళ మాబ్ లిన్చింగ్ యొక్క ఏదైనా చర్య బాధితుడి మరణానికి దారితీస్తే, అపరాధికి మరణశిక్ష లేదా జీవిత ఖైదుతో కఠినమైన జైలు శిక్ష విధించబడుతుంది. పశువుల అక్రమ రవాణా మరియు పిల్లల దొంగతనం పుకార్లపై ప్రజలు కొట్టబడటం వంటి సంఘటనల తరువాత, వాయిస్ ఓటు ద్వారా ఆమోదించబడిన ఈ బిల్లు, దాడి కేసులకు దారితీసిన కేసులలో మూడు సంవత్సరాల జైలు శిక్షను జీవిత ఖైదు వరకు విధించింది. కొత్త చట్టం యొక్క నిబంధనల ప్రకారం, రాష్ట్ర ప్రభుత్వం "నోడల్ అధికారులను" నియమిస్తుంది, వారు "లిన్చింగ్ నివారణను పర్యవేక్షిస్తారు మరియు సమన్వయం చేస్తారు". స్థానిక ఇంటెలిజెన్స్ యూనిట్లతో సమావేశాలు నిర్వహిస్తారు. సోషల్ మీడియా ప్లాట్‌ఫారమ్‌ల ద్వారా కూడా మూకదాడులను నిరోధించడంపై అవగాహన కల్పిస్తారు.

he Mamata Banerjee government on Friday passed new legislation in the state assembly to curb mob lynchings in Bengal. The West Bengal (Prevention of Lynching) Bill, 2019 aims to "provide effective protection of the Constitutional rights of vulnerable persons and to prevent the lynching" of innocents. In order to instil fear in the mind of perpetrators of such crime, the new law has provision of the maximum punishment i.e death sentence. If any act of mob lynching results in the death of a victim, the perpetrator shall be punished with death sentence or rigorous imprisonment for life states the law.

The bill, passed by a voice vote, in the aftermath of a string of incidents of people getting beaten to death over rumours of cattle smuggling and child theft, carries punishment of a jail term for three years to life imprisonment in cases of assault leading to injury, besides a fine ranging from Rs one lakh to Rs three lakh. As per the provisions of the new law, the state government will appoint "nodal officers" who shall "monitor and co-ordinate prevention of lynching". While an inspector general rank officer will be appointed by the director general of police, the Kolkata police commissioner will appoint another nodal officer in the rank of an ACP.

The nodal officers will hold meetings with the local intelligence units in districts and Commissionerate to identify "tendencies of vigilantism, mob violence or lynching in the area and take steps to prevent instances of dissemination of offensive material through different social media platforms or any other means".
